Since 1981, Bolton has helped organizations navigate the complex world of employee benefits, actuarial consulting, and workforce strategy. What started as a small firm in Maryland has grown into a national practice with seven offices, deep technical expertise across every corner of the benefits landscape, and a culture built on one simple principle: our clients come first.

Our history

1981 — Robert (Bob) Bolton founds Bolton & Associates in Columbia, MD. Early clients include the Park Sausage Co., Maryland MTA, and the Baltimore Orioles.

1986 — First merger. Bob joins forces with Charlie Offutt to form Bolton Offutt, Inc., expanding the firm’s health and welfare consulting capabilities.

1989 — Dick Donovan joins, strengthening executive compensation expertise. The firm becomes Bolton Offutt Donovan, Inc.

1994 — The Investment Consulting Group (ICG) is established.

2010 — Northeast expansion. Bolton acquires a New Jersey-based employee consulting firm and opens a Philadelphia-area office.

2013 — Bolton Health Actuarial, Inc. (BHA) is established, providing health actuarial consulting to health plans, insurers, and federal and state governments, including CMS.

2018 — A new corporate identity launches. The firm becomes simply Bolton, with a new home at BoltonUSA.com. The Bolton Cares Committee is formed to support employee volunteerism and community investment.

2020 — Through a global pandemic, Bolton keeps its people safe and its clients fully served without missing a beat.

2021 — Bolton Rewards is established.

2022 — James E. Downing, Jr. is appointed CEO, succeeding founder Robert G. Bolton, who continues as Chairman of the Board.

2023 — Bolton adds a Talent Practice, helping organizations reach peak performance.

2025 — Bolton introduces a Communication Practice, bridging benefits design, administration, and management with the people who depend on them.
